The good news is the following steps will be helpful in resolving your issue with Cisco Anyconnect, as they have released an update to their product to be compatible with macOS Sierra:
AnyConnect 4.3MR3 (3086) is now available with various fixes including additional Mac OS 10.12 (Sierra) compatibility fixes
If an app won't run or install on your Mac after you upgrade OS X

MacOS High Sierra users will need to take an extra step when upgrading their Cisco AnyConnect VPN client to version 4.5. WHEN IS IT HAPPENING? Since December 19, 2017. WHY IS IT HAPPENING? Due to changes in how Apple treats systems extensions in macOS High Sierra (10.13). WHO IS AFFECTED? Jun 15, 2020 If asked, on the Installation Type screen, make sure VPN is selected and everything else is not selected. If installing on macOS 10.13 (High Sierra) or higher, you may see System Extension Blocked alert. If you see this alert, follow the lettered steps below. Otherwise, continue with step 9 below.
